Samuel’s practice focuses primarily on municipal law, environmental law, and administrative law. He advises a diverse clientele, including entrepreneurs, municipal bodies, and public organizations, whom he represents in particular before judicial and administrative tribunals. He also has notable experience in public procurement.

A member of the Bar since 2022, Samuel holds a Bachelor of Laws (LL.B.) from the Université de Sherbrooke and a Master of Laws (LL.M.) in administrative law from Université Laval.

Throughout his academic career, Samuel distinguished himself through his academic achievements. He was named to the Honour Roll of the École du Barreau du Québec for his performance on the professional examinations and was included on the Dean’s List throughout his undergraduate studies.
